Disclaimer The rules and/or regulations set forth herein are designed to facilitate the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition for all events, and by participating in these events, all participants agree to comply with these rules and regulations. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATION OF, OR COMPLIANCE WITH, THESE RULES AND REGULATIONS. They are intended solely as a guide for the conduct of the sport, and are in no way a guarantee against injury or death to participants, spectators, officials, or others. The Race Director shall be empowered to permit any reasonable and appropriate deviation from any of the specifications and procedures herein, or impose any further restrictions that in his/her opinion does not alter the minimum acceptable requirements. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM ANY SUCH DEVIATION OR RESTRICTION OF THESE SPECIFICTIONS, RULES OR PROCEEDURES. Any interpretation of, or deviation from, these rules is left to the discretion of race officials. THEIR DECISION IS FINAL. 600cc Outlaw Non wing & Wing Rules 1. Drivers must be at least 12 years of age in the calendar year. NO EXCEPTIONS! 2. Drivers under 18 years of age must bring a copy of their birth certificate or copy of drivers license to be put on file at the track. All drivers will have 1 race to provide this document. NO EXCEPTIONS! 3. Minimum car & driver post race weight is 750 lbs. 4. No power enhancing fuel additives of any kind is allowed. This does not include top end lubricants. All cars are subject to random fuel testing. 5. Right rear tire must be a Hoosier D25 or harder. 6. Grooving & sipping of tires will be allowed. 7. Stock type transmissions only. 8. Winged Engine Displacement Rules For Miniakota Sprint Series Outlaw Microsprint Division 600cc, one cockpit adjuster only, D25 or SD-48 RR; must weigh 750 lbs. 600cc; any wing inside outer edge of tires; any number of cockpit adjusters; D25 or SD 48RR; 775 lbs 620cc same as above; 800 lbs 640cc same as above 835 lbs If you are above the cc limit you move to the next higher weight limit. Non Wing Engine Displacement Rules For Miniakota Sprint Series Outlaw Microsprint Division 600cc; One cockpit adjuster; D25 or SD-48 RR Must weight 725lbs. 600cc; any number of cockpit adjusters; D25 or SD-48 RR Must weight 750lbs. 620cc; Same as above 775lbs. 640cc; Same as above 810lbs. (cockpit adjusters include- remote adjustable shocks; electric wing sliders; adjustable pan hard bars; weight jacks; brake bias. 9. Numbers: Minimum height of 10" on each side of tail and a minimum height of 12" on each side of top wing. Only 2 digit numbers allowed (#00-#99). 10. Single letter may be used with number. 11. Placing number on center section of top wing and center section of nose wing is recommended but not mandatory. General Rules & procedures 1.Cars must display sponsor decals to qualify for any awards. Decals should be provided free of charge by MMS. 2. Membership fees for a car and number registration is $25.00 or 5$ if you intend to race at a Miniakota Series event but do not intend to join at that time. We will carry your points from the first race a non Miniakota driver enters, however after race 2 if he or she is not 1-a member or 2-currenly racing with us after race 2 points will be void. NON Miniakota members will only be charged $5.00 extra to compete in these events. Membership included one vote on respective car rules. Must be current number of MMS to be eligible for any MMS benefits. Membership is $__25__ per person. Members are eligible to be officers and vote on the general business. 3. All drivers must have a current membership in the calendar year. 4. There will be special event shows during the year that do not follow these formats. You will be informed of specific procedures at drivers meetings. All racing programs are subject to change. 5. Any car requiring a second start at the beginning, or restart of any race will be placed at rear of the field. 6. Restarts after one completed lap by all cars will be single file and will start at a cone to be placed in turn 4. All cars must go outside of the cone in the proper order. Leader must set a consistent pace. Any car going inside of the cone, hitting the cone or passing a car prior to reaching the cone will cause a yellow flag and will be placed at the rear of the pack. 7. Any car not running at the reasonable racing speed may be subject to a mechanical flag for safety reasons. 2008 Flag Procedures 1.Yellow flag: each driver will slow down and maintain position. No passing is allowed. All cars stopping on a yellow will be placed at the rear on the restart unless stopped by a track official. An area will be designated (usually in pits) for any work to be done during a yellow flag. 2. Red Flag: Cars shall stop as soon as possible without passing the red or hazard. Cars that enter the pits and re-enter the track will be placed at the rear in the order they return to the track. 3. A race is not considered finished until the checkered flag appears. If a yellow or red flag must be thrown after the checkered flag appears the race is officially over. Finish will be determined by last completed lap. If yellow or red appears during white flag lap, the restart will go green, white, checkered. Safety Suggestions 1.Minimum requirements for all drivers are a SNELL SA2000 approved helmet, a fire retarding uniform, protective gloves, and arm restraints, to be worn at all times while on the track. 2. All cars must be equipped with adequate seat belts, shoulder harness and crotch strap. A five-point hookup with a 3-inch lap and shoulder belts, no older than 3 years old are the minimum requirements. 3. Whenever a car is driven, a minimum of a helmet and seat belts must be worn and properly fastened. 2007 Points Structure ‘A’ Feature Heats 1) 150 10) 130 1) 20 6) 10 2) 146 11) 128 2) 18 7) 10 3) 144 12) 126 3) 16 8) 10 4) 142 13) 124 4) 14 9) 10 5) 140 14) 122 5) 12 10) 10 6) 138 15) 120 7) 136 16) 118 8) 134 17) 116 9) 132 18) 114 ‘B’ Feature 75 points will be awarded to all registered car numbers that run in the ‘B’ Feature but do not have transfer to the ‘A’ Feature. 1. All cars taking any green flag receive 75 show up points. 2. To be eligible for any points fund awards, the registered car number must take a green flag in a minimum of 75% of MMS sanctioned events in this class. (When points fund money is available.) 3. Rookie eligibility: Any driver that has not previously qualified in more than 3 races in respective class, is eligible for rookie of the year points. Driver must start in rear of each race for the first 3 nights of racing. Highest finishing rookie in points will be awarded Rookie of the year. 4. Rain outs: All cars with drivers at the track by race time when rain out is announced will be awarded 60 show up points for that event. A rain out will not be made up unless a specific date is listed on the schedule. 5. Unsportsman-like conduct: Any physical, verbal, or written conduct which the track manager or race director determines distracts from the orderly, peaceful conduct of racing, at the speedway will not be tolerated. Such conduct includes but is not limited too: Assault: Fighting or similar violence is prohibited at any MMS function. The track manager, MMS board of directors or race director shall impose a fine of not less than $100.00 and an immediate bar from the speedway or function. If violation occurs on a race night at the track, all points and purse money will be forfeited for that event. Verbal Disruption: No participant shall use loud, abusive or profane language in addressing the track manager, MMS board of directors, race director, or other officials. Anyone found to have violated this rule shall be fined no less than $50 and may immediately be barred from the track and or MMS functions. If violation occurs at the track, all points and purse money will be forfeited for that event. The person responsible for the registered car number is responsible for the driver, crew, or people affiliated with the car number. Any unsportman like infraction will be reviewed by the MMS officers. Appropriate sanctions will be administered. Their decision is final. All participants are considered to be responsible for their own personal conduct. Qualifying and race procedures (When track permits) 1.Qualifying heat races will be held at all events. Maximum of 8 cars per heat race. 2.Numbers will be drawn for heat race position. The lowest going to the pole for the first heat race and the second lowest to the pole for the second heat race and so on. Any car not represented at the drawing shall be placed at the back of the heat race. 3. A car and driver qualify as a team. Any car and or driver changes made after taking a green flag in a qualifying heat race must start at the back of the field in the main event. Points to stay with the registered car number. Drug Policy 1) Illegal drugs by definition are those substances defined and prohibited by state and/or federal laws. 2)Possession or use of illegal drugs or drug substances, as defined above, is prohibited in any form, by a participant at the speedway, either on the speedway grounds or in any area considered to be used in the operation of the speedway, such as parking lots or leased property. 3) Any person found to be in possession of or under the influence of illegal drug or drug substances on the speedway property as defined above, or any person who is arrested by duly-constituted authorities and charged with possession and or use of drug or drug substances, or any person who is formally charged by court of law with illegal drug violations, shall be subject to the following penalties by the speedway and or the MMS. 4) Any person found under the influence of or consuming alcohol on any night before or during the races will be subject to the following penalties by the speedway and or the MMS. Suspension from competition and eviction from the speedway property and denial of further entry to the speedway and or the MMS. Protests 1)Any protest will be taken only from the driver or car owner and then only if the protest is in writing and accompanied by the appropriate protest fee in cash to MMS officials. In the event the protested car is found to be legal, the protest fee shall be given to the owner of the car protested minus a fee that shall be paid to the inspector.
